This building belongs to a very old and very large guild called The Syndicate (LLTS).
The island I believe is called Arx Draconis.(sp?)
I think they own both the Felucca and Trammel areas.
The Syndicate usually holds their huge raffle events in that building about once a month.

On Napa Valley, the island is called Mith Island (It's known as that on Chesapeake), and has been owned and run by the City of Mith Guild, allies of the Five Orders of Justice.
